Sampler -- optional sampler function

There are currently two methods that accept a user-specified sampler function

• Strategy => "Hybrid" used with noetherianOperators
• numericalNoetherianOperators

See the respective documentation nodes for details and syntax. If the option Sampler is unset, the default sampler will use Bertini.
